Adopted Core Strategy Policy EV7 (Equine Related Development) says horse related facilities and equine enterprises in the Green Belt and Open Countryside will be supported provided that the design, materials and siting are sympathetic to the rural character of the area in which the building(s) are situated.

The proposed policy says the scale, design and materials should be of a traditional rural nature which respects and enhances the rural character of the local area.

The introduction of the new tests of 'traditional' and 'enhances' are not justified by evidence.

It is encouraging that South Staffordshire has recognised the importance of providing for equine related development, particularly the need to consider ‘suitable off-road routes’. The previous comments on other policies highlight the benefits of multi-user routes to extend and enhance the network for all vulnerable road users.
