of course these are all strategy and without an strategy you can't fulfil any policy but it does not mean they are all good strategies , good strategy is the one based on the facts and realities otherwise it will ruin the plan we have .

Sounds like you've made up your mind already that you'll build on the green belt already. This bit:
Confirm that renewable energy development in the Green Belt may be justified, where very special circumstances can be demonstrated for any elements which would be inappropriate Green Belt development
This does not sound strategic. Sounds like you want the public to re write your policies for you. Do another consultation with questions after each section instead of after 35.....then I'll try harder! How do you expect me to remember???

No consultation with real local people. Repair the roads instead of upsetting everyone. Building on green field sites is not acceptable

Does this climate change agenda align with the housing proposals in Linthouse Lane and elsewhere? Er, no.
Is your plan to accommodate climate change good enough? No.
Where is you plan to offer insulation grants, solar panels, use hydro-electric power and discreetly place small wind turbines at schools?
Nowhere.
This is a very poor and unimaginative plan.

I agree that they are strategic policies, but I also would like assurance that these policies are adhered to their full criteria. I also believe all of the criteria set out in the proposals in the various elements of Chapter 6 Development management Policies should form part of future strategy. This will make it much clearer and defined about what can and can't be supported within any proposed future developments.

Penkridge should have its own Development plan.
All the strategic policies should be re examined.
The NPPFStates:-‘That there is a presumption in favour of sustainable development.’ This has not been satisfied as nothing at the moment in the Plan is "sustainable". More work needs to be done.
The long term growth of Penkridge needs re-examination and more consultation.
A ‘piecemeal approach ’ has been used and any statistics that haven't been reached seem to have been "dropped" on Penkridge without much thought. Houses by a Bio digester for example.

Policy NB10 should be substantially expanded to ensure continuing protection for the Hatherton Canal route, and consideration should be given to raising its status to a strategic policy as the canal restoration contributes to many of the objectives of other policies within the present Local Plan document.

Policies are outdated and the aspirations in some of the documents do not meet current standards. Policies should include plans for any delays, detailed information of how sewage structure will improve, how flood risk will improve etc. I fail to see this in any documentation.

Policies SA1 to SA7 are detailed policies allocating plots of land for development. The level of detail is inappropriate for a strategic policy. Therefore we do not agree that policies SA1 to SA7 are strategic in nature.

Green infrastructure policy required. Highgate common SSSI and Baggeridge Country Park are both being harmed by increased footfall, there is a requirement for new open spaces to be be created alongside housing and employment development to mitigate and compensate.

Yes. The listed policies (DS1-DS4 and SA1-SA7) do appear to meet the requirements of paragraph 21 of the NPPF and as such it is agreed that these amount to strategic policies, albeit that it is suggested that Policy DS3 should be amended, as indicated in the responses to question 5 above.

However we need to ensure that Penkridge is given the right facilities to support the ever expanding population including those I have already mentioned in my previous answers and an additional doctors surgery or super surgery. This is imperative and very important. We are already straggling with the number of patients and without more doctors and an additional surgery, we can't cope with anymore
