IWA does not support the long term growth aspirations for a new settlement.
The area of search shown in Appendix F is misguided and too close to the existing settlements of Stafford, Penkridge or the northern edge of the connurbation (to be extended further north at Cross Green) to form a viable stand-alone new settlement.
Any new settlement should as a matter of principle be beyond the West Midlands Green Belt. However, the scope for this in South Staffordshire is very limited.

Unlike the southern part which has a preferred new road option link, the northern part is accessed only by inadequate minor roads and lanes. Part of it is shown as extending to the Staffordshire & Worcestershire Canal which is a Conservation Area and at the very least this part should be removed from the allocation.

The existing site has had a damaging impact on the environment and setting of the adjacent Staffordshire & Worcestershire Canal and its Conservation Area. Extension of the site should not be permitted, unless it includes the provision of major landscape screening from the canal and a long term requirement to maintain its effectiveness.

IWA was and remains opposed to the West Midlands Interchange which will have damaging impacts on the environment and users of the Staffordshire & Worcestershire Canal and the setting of its Conservation Area. However, IWA recognises that now the plans have been approved by Government, SSDC has little option but to remove the development zones from the Green Belt, but we support retaining in the Green Belt the land specified for Green Infrastructure provision adjacent to the Canal Conservation Area and the country park to the south of Vicarage Road.

Representation Summary:

Policy HC8 on Gypsy and traveller pitches should include a requirement to protect heritage assets.

Policy NB10 Canal Network is supported, but should distinguish between development by canals and canal related development e.g. marinas, which cannot realistically be limited to existing settlements.
NB10 supports restoration of the Hatherton Canal, but to be effective the Plan should retain the route protection policy and detailed plans of the route.
Para. 6.33 says canal conservation areas run for large distances through the District. In fact they cover the whole of the Staffordshire & Worcestershire Canal and the Shropshire Union Canal within the District.
