Sport England acknowledges and welcomes that the Council have undertaken a Playing Pitch Strategy and Indoor Sports Strategy (both informed by a needs assessment) in line with the relevant Sport England guidance's. Sport England would encourage an annual review of the Playing Pitch Strategy in accordance with Sport England Playing Pitch Strategy Guidance.

Sport England welcomes the fact the Council will work cross boundary with infrastructure bodies and statutory partners to ensure sites adjacent to neighbouring authorities are supported by any necessary infrastructure. This dialogue should also extend to ensuring that the additional playing pitch and indoor sports provision demand generated from the developments are met within the appropriate location (on-site provision or off site contribution) whether this would be within South Staffordshire or the neighbouring authority. To inform this regard should be had to the neighbouring authorities Playing Pitch Strategy and Indoor Sports Strategy.

Site 82 access route is not supported as it run through a playing field site which is identified for protection within the Council's Playing Pitch Strategy. Provision should therefore be made for replacement playing field land within the policy to ensure there is no loss of playing field land and pitches.
Site 16 and 79 are adjacent to playing field sites. The site layout if these sites should ensure that the use of the playing field sites are not prejudiced in line with the agent of change principles.

Support is given the direction of travel of policy HC18 though as well as protecting existing sites provisions within the policy should be made for enhancing sites and support for new provision, to meet identified need within the Council's Playing Pitch Strategy and Indoors Sports Facilities Strategy.
The policy should also be conformity with NPPF paragraph 99 and Sport England Exceptions Policies.
Sport England would be happy to work with the authority in developing the policy.

Sport England supports a Health and Wellbeing Policy (HC13) the policy should embody Sport England's Active Design Principles.
The Active Design provides a guide to planning new developments that create the right environment to help people get more active, more often in the interests of health and wellbeing. The ten key principles ensures new developments incorporate opportunities for people to take part in sport and physical activity. The principles contribute towards the Government’s desire for the planning system to promote healthy communities through good urban design.
