The use of the ‘Housing Site Selection Topic Paper 2021’ is supported for the purpose of assessing and allocating housing site options to meet the proposed housing target. Paragraph 5.9.1 of the Paper is supported which recognises Huntington’s level of facilities and public transport links in allocating additional growth. The proposed allocation of Site 016 (Land at Pear Tree Farm) for ‘minimum delivery of approximately 39 dwellings’ is supported (in line with the proposed housing allocation at Appendix C of the Preferred Options document).

Site 016 is a highly sustainable site, close to shops, services and open space, on safeguarded land, not Green Belt. Following a pre-application meeting with the Council, an indicative layout has been prepared (attached) showing the minimum 39 units allowed by the allocation, with improved access from Stafford Road, new links to existing rights of way and open space, with a compliant housing mix and complying with residential amenity, parking and internal and external standards. However 39 units is considered too low density on this site as it equates to only approximately 26.5 dph and appears inconsistent with Policy HC2.

Representation Summary:

HC2 – Direction needs to be clearer for non-Tier 1 settlements. HC2 should seek maximum appropriate residential densities to make best use of land. There is inconsistency between Site 016 (minimum 39 dwellings - approximately 26.5 dph), and HC2 which promotes 35 dph.
HC4 - What constitutes a ‘clear contribution’? A flexible policy approach is also needed taking account of differing site characteristics.
HC17 – The most appropriate location for communal open space will differ from site to site. A reduction in open space provision should be considered for sites with open space in the immediate locality (e.g. Site 016).
