Policy NB10 should be substantially expanded to ensure continuing protection for the Hatherton Canal route, and consideration should be given to raising its status to a strategic policy as the canal restoration contributes to many of the objectives of other policies within the present Local Plan document.

Question 11
Representation ID: 410

Respondent: Lichfield & Hatherton Canals Restoration Trust
The present proposed policies EC1, EC10, EC11 and NB2 should be amended to make them more supportive towards the restoration project on the Hatherton Canal. Proposed policy NB10 needs to be substantially expanded to adequately carry forward the route protection policy in the previous Local Plan. That route protection is vital for the project to proceed to sustainable completion. Much work has already been done - such as the culverts formed when the M6 toll was constructed - but to deliver the benefits of work done so far, continuing the route protection is very necessary.

We accept that the WMI project now has support from Central Government and will go ahead. We welcome the land around it will be Green Belt and the protection of the corridor around the Staffordshire and Worcestershire Canal to which the Hatherton Canal connects. We support the creation of a direct vehicular link from the M6 into the WMI as an opportunity to create a culvert under the M6 for the Hatherton Canal. We are seeking to engage with National Highways regarding creation of the culvert needed under the M6 for the Hatherton Canal and Heritage Towpath Trail

The present document has failed to carry forward the policy protection necessary for the projected restoration of the Hatherton Canal within the South Staffordshire District. LHCRT has continued to work towards that objective, including through consultations on the other relevant Local Authority Plans - Black Country Plan and Cannock Chase District Plan - but it is vital that the South Staffordshire District Plan continues to provide formal route protection as shown in the previous Local Plan. Without that protection the whole project becomes far harder to fund and to deliver.
