Harris Lamb considers that the more suitable land abutting the Black Country conurbation needs to be allocated for development as 4,000 dwellings and 18 Hectares of employment land is considered insufficient given the extent of the shortfall and the potential of our client' land to deliver a sustainable development.

No, as referred to in our Representations the housing requirement in the daft Plan needs to be increased significantly, and new allocations identified adjacent to the edge of the conurbation to support the growth of the conurbation. It is our view that the Redrow site at Castlecroft should be a preferred site for allocation in the emerging Plan.

No. The housing evidence base which underpins the draft Plan’s housing strategy is lacking. Paragraphs 4.6 to 4.12 of the Preferred Option consultation draft Plan refer to various evidence base documents that have been used to help identify the quantum of development South Staffordshire should provide to assist in accommodating the unmet housing requirements of the conurbation. None of the documents referred to in these paragraphs are referred to in the evidence base in Appendix A. They have, however, been fundamental in shaping the Plan’s housing strategy.

The infrastructure requirements included within the IDP are based upon the Preferred Options Plan’s housing and employment development targets. As detailed in these Representations it is our view that the emerging Plan makes insufficient provision for housing development. That being the case, the IDP plans for an insufficient level of development. The IDP will need updating in due course should the housing and employment requirements be increased.

Insufficient land is removed form the Green Belt. The Policy fails to recognise the concept of safeguarded land. The Green Belt boundaries proposed will not endure. The policy includes more stringent guidance that the Framework in part.

The housing requirement for both South Staffs and the conurbation has been miss calculated. The development strategy is based on an unsound housing target. The development strategy does not direct housing to the most sustainable locations.

Whilst we have no particular objection to these sites Redrow’s land interest at Castlecroft is significantly better placed to accommodate a large scale urban extension to the Black Country. Furthermore, these two sites are located to the north of the Black Country urban area. Additional allocations are required to the west of Wolverhampton, further south, so that development is focused in a range of locations around the edge of the conurbation.
