Sport England welcomes the site requirement for enhancement of and provision of additional playing pitches and associated facilities. However the scope of work is not clear. The policy is also not consistent with Future Playing Pitch Requirement 2022 Topic Paper which states that the strategic sites would contain on site playing pitch and changing provision.

Sport England objects to policy SA5 Pear Tree Farm site ref 016 due to the site pro forma making no reference to the retention of access to the playing field site, which is identified for protection with the Council's Playing Pitch Strategy. As such development of the site could prejudice the use of the adjacent playing field site.

Sport England objects to allocation of site Land between A449 Stafford Rd & School Lane reference 082, due to the site proforma stating that access to the site will be secured through playing fields off School. The playing field site which is identified for protection within the Council's Playing Pitch Strategy, as such provision should therefore e made for replacement playing field land within the policy to ensure there is no loss of playing field land and pitches.

Sport England objects to the policy if it relates to sports venue which is alluded to within the supporting text and the key evidence base documents listing the Playing PItch Assessment and Indoor Sports Facilities Assessment Needs Assessment. This is on the basis that the criteria for the loss of provision is not compliant with NPPF paragraph 99. The should be reference to sports venues should be removed or the policy should reflect NPPF paragraph 99 for the development results in the loss of sports venues.

Policy HC18: Sports Facilities and Playing Pitches

HC18 is not consistent with national planning policy (NPPF para 99). As worded the policy could be perceived as relating to a playing pitch marked out at a point in time, not the wider playing field site and its ability to accommodate pitches. The policy should be revised to reflect para 99 of the NPPF. It is recommended that the supporting text highlights the applicant is encouraged to undertake an assessment in line with Sport England's needs assessment guidance for playing pitches and sports facilities. Criterion b solely relates to the replacement provision being of at least equivalent quality but omits quantity as per NPPF paragraph 99b. A further omission of the policy is the exclusion of paragraph 99c which is catered for within Policy HC17.
