Bilbrook Parish Council recognises that Bilbrook needs new houses however the 848 proposed for land East of Bilbrook (allocation 519 of the emerging local plan) is excessive. The Parish Council's emerging Neighbourhood plan support this.
Although the plan fulfils to duty to co-operate, the Parish Council does not agree with it as it sacrifices Bilbrook Green Belt when there are Brownfield sites in the Black County which could be used instead.

The Parish Council believes that the revised plan is not sound as it lacks consistency with the Green Belt Policy (NPPF13 Protecting the Greenbelt land.) In particular, there is a danger of coalescence of site 519 with the City of Wolverhampton which the green belt policy seeks to avoid. The parish council does not feel that there are fully evidenced exceptional circumstances to justify this. (attached shows the closeness of the border with Wolverhampton.
The building of a new first school will increase the coalescence with children using it from the City of Wolverhampton.

Bilbrook Parish Council does not believe the proposed local Plan to be sound; it has not consulted with Bilbrook residents without access to the internet. Those will access have struggled with the complexity of the consultation portal and many have given up because they believe it's been made purposely difficult as it's a "Done Deal"
The Local Plan is being rushed through to avoid applying the Levelling-up and Regeneration Bill which would give local people more say in new developments ensuring enough of the right homes are built in the right places with the right infrastructure & protecting the environment.
