No concerns regarding the legal compliance of the plan and consider that the Duty to Cooperate has been met. Consider that further work is needed to identify the apportionment of the unmet housing need across the GBBCHMA and employment land across the South Staffordshire FEMA.

Support the level of housing provision within the policy, including the approach to addressing unmet housing needs to 2039. Dudley MBC will continue to work towards preparation of a GBBCHMA Development Needs Group Statement of Common Ground to address further work programme and governance structure to address housing shortfalls. As the Dudley Local Plan and its supporting evidence progresses it will become clearer whether Dudley will generate a housing shortfall. If evidenced Dudley will seek an apportionment of South Staffordshire's contribution to the GBBCHMA.

Support the level of employment land within the policy and the approach taken to unmet employment needs. Recommend that agreement is sought on the apportionment of additional employment land to individual Black Country authorities so that this can be clearly set out within the SSLP. This will involve authorities continuing to work together on a SoCG to address strategic employment needs.

Support the level of gypsy and traveller pitch provision. The draft SoCG between SSDC and Dudley MBC note that Dudley confirms it is unlikely to be able to contribute towards unmet needs of South Staffordshire for gypsy and traveller sites.
