Paragraphs 5.19 (bullet 3), pg 30 and 5.43, pg 40 still reference highways concerns/lack of a finalised junction improvement scheme for the A41 signals in delivering new houses in Perton. SCC, as the Local Highway Authority, has worked with potential developers (Richborough) and has resolved that the site is deliverable in transport terms subject to a package of mitigation measures being delivered, including improvements to the A41 / Wrottesley Park Road traffic signals. These statements are therefore incorrect.

E) This could be read as only providing connections to external cycle / walking routes and not necessarily providing new external routes or enhancements. e.g. a link to the canal towpath rather than upgrading towpath to ensure it is fit for purpose. Suggest it is reworded.
K) This references infrastructure requirements and does include education. Does infrastructure include Home to School Travel, as this may also be required for this site.
Suggest Policy is changed to read:
K) Necessary contributions towards offsite infrastructure, including highways and active travel mitigation measures, education including school transport, leisure and health provision.

Para 6.15, pg 66 – The rail station is talked about as if certain. Should it be potential new rail station or proposed new rail station, rather than new rail station? There is no agreement it will come forward yet. Reference is also made in several other paragraphs in the document.

At the preferred options stage, SCC undertook high-level traffic modelling concluding there should be no insurmountable transport problems. Following that, South Staffordshire Council requested developers produce more detailed Strategic Transport Assessments (STA) to demonstrate what transport infrastructure would be required to bring their sites forward.
SCC had concerns over some of the schemes and their deliverability within the Penkridge STA, though believe there will be a solution to bring this site forward.
It is understood the developers are updating the STA and SCC will continue to work with them and is confident that agreement can be achieved prior to examination.

Policy EC1: Sustainable Economic Growth

HGV parking has been referenced in the policy in relation to future parking. However, this does not address the current situation. SCC’s ‘Freight Strategy for the County of Staffordshire 2019’ discusses issues with a lack of HGV parking and SCC’s previous consultation response highlighted this. However, the Local Plan has not allocated any sites for HGV parking. The Freight Strategy highlights the need for new/extended facilities in the M6 – A449 and A5 – M6 Toll corridors which are both within South Staffordshire district. SCC consider that SSC should make provision within their Local Plan and look to allocate sites.

Is the statement which appears on most site-specific housing allocations forms in Appendix C, sufficient to imply that the developments need to undertake a Transport Assessment and mitigate their impact where required? Or is this requirement detailed elsewhere in the Local Plan and its policies?
Appendix C - column regarding ‘Proposed Access’ needs amending on all sites to cover 'vehicular and active travel access'.
