However, as stated above, re. “Strategic Objective 2: Meet the housing needs of the district whilst making a proportionate contribution towards the unmet needs of Great Birmingham Housing Market Area.” The contribution is not proportionate.

b. No. In 4.3 the council should re-consider the Copart site. Otherwise it’s just warm words.
