Objective 1 – The open countryside is not protected. A gradual encroachment by stealth does not protect the fundamental principle of keeping land permanently open. The essential characteristics of the green belts are their openness and permanence. How does it protect the remainder of the green belt which is not released from the obvious vulnerability of further extension towards a tier 5 village in the future?
