New development should encourage healthy activity. Need to create an environment that makes it safe to combine exercise and essential activity - schooling, shopping etc.
Footways and cyclways are therefore essential. New development should not be a barrier to future byways required to interconnect to villages and country parks.
A national walk-cycle-horse-ride grid is needed to allow locals and tourists to safely walk-cycle-horse-ride the country.Such a comprehensive grid would encourage people to walk-cycle-ride and encourage pubs to provide the overnight accommodation.
Path and Byway provision needs to be incorporated prior to grant of planning

Road layout should provide enclosed community atmosphere and should not create a number of escape routes for offenders to evade the police. Freight good thefts have been reported from Hilton Services, it may be worth considering allocating land to provide secure HGV parking facilities here. Walking and cycling routes to and from the railway station should be wide paths with clear line of sight. Public transport should be a regular and reliable service with safe and secure car parks.

Active travel does include equestrians. Shared routes will futureproof the routes and engage a wider range of users in active travel and leisure which in turn will impact positively on health and wellbeing and road safety statistics. Equestrian activity contributes to health targets.

The HRA has identified that air pollution, in particular from traffic, could impact International and European designated sites. Due to a lack of evidence impacts have not been assessed and cannot be ruled out. Once evidence is provided and an assessment is made, changes may be required as the approach to dealing with air quality impacts on European designated sites is progressed.

The policy is poorly worded and is not consistent with the NPPF tests set out in paras. 110 and 111. The wording should be amended to provide clarity and consistency with national policy.
