Table 7.2 of the SHMA indicates 568 additional specialist accommodation bedspaces will be required up to 2038 alongside an additional need for 893 Registered Care spaces between 2018-38. The local plan fails to discuss meeting Registered Care spaces at all. The Council has failed to assess Tier 3 or 4 settlements or consider options to expand established existing specialist accommodation sites. The assumption that older people will seek accommodation within their village seems parochial.

Site Selection Topic Paper 2021 gives no clarification on how many specialist dwellings would be delivered on Sites 536a and 079. No specific reasons are given for not allocating specialist accommodation in Codsall/Bilbrook. No reasons are given for discounting established specialist care facilities (such as Prestwood House Care Home & Estate) near to Kinver.
