Policy still lists sport venues within the supporting text as being part of the remit of the policy. The criteria identified in the policy in relation to such venues would not be compliant with NPPF103 which requires a need assessment to be submitted. Should be noted that sporting venues can meet a need greater than the local community e.g. stadia.
If this is to retained within the remit of this policy, a needs assessment would be required to demonstrate that the facility is surplus to requirement and a replacement facility should be equivalent in quantity and quality. It should be noted that certain sites meet a wider than local need.

What pitches and ancillary facilities are to be delivered and how will this meet the need identified within the Playing Pitch Strategies particularly given recent stage E highlights a growth in team numbers in the district. Sport England would encourage flexibility within the policy to ensure that if works cannot be delivered on the named site that any off-site provision could be secured in alternative locations which would benefit occupiers of the allocated site.
Provide further clarity and justification in relation to the off site playing pitch provision.
