The proposed site allocation 016 ‘Land at Pear Tree Farm’ for a minimum capacity of 39 residential dwellings is supported. This site is in a highly sustainable location for residential development, a short walk from the village’s local shops, services and community school, and adjacent to a designated open space (playing fields). The site is on safeguarded land therefore offers an opportunity to provide new housing to support South Staffordshire’s identified growth, on a non-Green Belt site.

The policy should make clear that only one or more of these housing types would be expected to be provided.

This policy is not consistent with Draft Policy HC4 as the external space requirements do not sufficiently reflect the needs of older people or those with special housing requirements, where a lower provision and length of amenity space may be more appropriate. This is important in order to provide housing that is suitable for older people or those with special housing requirements whilst also making most efficient use of land.
In order to ensure this policy is consistent with Draft Policy HC4, the policy wording under ‘external space’ should be amended to specifically state that: ‘In the case of units designed for older people or those with special housing requirements, a lower provision and length of amenity space may be acceptable’. The supporting text should explain that for those properties it may be more appropriate to provide smaller, lower maintenance external space.

The policy wording should be amended to allow for a reduction in the required on-site open space provision where there is existing public open space immediately adjacent to the site. This is so that an appropriate balance is achieved between the provision of open space and efficient use of land.
The policy wording should be amended to state that ‘a reduction in the required on-site open space provision may be acceptable where there is existing public open space immediately adjacent to the site’.

The text on page 203 under the site 016 (Pear Tree Farm) pro forma appears to be incorrect. Pear Tree Farm is not a Grade II Listed Farmhouse. The nearest Grade II listed building is some distance to the south at Huntington Farmhouse - considerably separated from the site by an industrial area and other existing buildings.
In addition, the last bullet point should not set out the highways requirements for the site, as any necessary highways mitigation measures are yet to be tested and assessed through the planning application process and a detailed Transport Assessment.
The following wording should be DELETED:
'...including retention and enhancement of tree and hedgerow boundaries bordering the site to conserve the setting of the Grade II listed farmhouse and any mitigation required as a result of archaeological investigations';
AND the following text should also be DELETED:
'Provide vehicular, walking, wheeling and cycling access onto and across A34 Stafford Road, and contribute towards Staffordshire County Council’s proposed walking, wheeling and cycling improvements along A34 Stafford Road'.
