The justification for limiting green belt release to Tier 1 settlements is not inherently clear as the settlement tiers do not directly correlate with the green belt and its 5 purposes. Sustainable development can be achieved at sub Tier 1 settlements subject to immediate availability of public transport, services and facilities. Pattingham is a sustainable Tier 3 village and therefore should be allocated additional housing growth.
