Policy DS4: Development Needs
Representation ID: 4641
Received: 15/12/2022
Respondent: Birmingham City Council
South Staffordshire has been a proactive participant in providing additional housing to meet Birmingham and HMA shortfalls, effectively doubling its housing target to provide 4,000 dwellings towards unmet needs. Birmingham City Council fully supports the approach set out in paragraphs 5.10 - 5.16 of the document. There is a continued need for contributions towards unmet needs to to evident shortfalls in the Black Country and the likely 78,415 home shortfall emerging in Birmingham's local plan. Birmingham City Council will continue to support collaborative working across the HMA area to identify possible solutions, including drafting a HMA-wide Statement of Common ground to set out the roadmap for this further work as suggested in paragraph 5.16 of the Publication document.

Acknowledge there is a very significant shortfall in Gypsy and Traveller pitches from South Staffordshire which is a strategic cross-boundary issue to be discussed with adjacent authorities and other authorities in the housing market area. Birmingham City Council is unlikely to be able to identify sites for Gypsy and Traveller provision over and above its own requirements and so is unlikely to be able to help South Staffs with this request.

The Economic Development Needs Assessment indicates only 18.8ha of WMI is attributable to South Staffordshire's needs, indicating that the rest may be able to contribute to unmet needs in the wider WMI travel to work area. Supporting work by Stantec suggests it can provide an additional surplus of B8 employment land to the travel to work area authorities, including 53ha to Birmingham.
Birmingham City Council has recently evidenced a shortfall of 73.64ha of employment land. Birmingham City Council welcomes and supports the approach of apportioning land at WMI to help meet some of the shortfall in emplomyne tland identified in the Birmingham Local Plan.

Policy DS6 – Longer Term Growth Aspirations for a New Settlement
Representation ID: 4645
Received: 15/12/2022
Respondent: Birmingham City Council
The approach considering longer term options for a new settlement is supported by the City Council and can be supported by further joint working of the local authorities which make up the HMA in updating the Strategic Growth Strategy for the HMA, which will assist in further clarifying whether this would be a viable option.
