South Staffordshire has been a proactive participant in providing additional housing to meet Birmingham and HMA shortfalls, effectively doubling its housing target to provide 4,000 dwellings towards unmet needs. Birmingham City Council fully supports the approach set out in paragraphs 5.10 - 5.16 of the document. There is a continued need for contributions towards unmet needs to to evident shortfalls in the Black Country and the likely 78,415 home shortfall emerging in Birmingham's local plan. Birmingham City Council will continue to support collaborative working across the HMA area to identify possible solutions, including drafting a HMA-wide Statement of Common ground to set out the roadmap for this further work as suggested in paragraph 5.16 of the Publication document.
