A greater number of smaller sites will ensure the deliverability of the required housing numbers within the Plan period. The services and facilities in Essington and proximity to Willenhall and Wolverhampton dictate that a Tier 2 classification is more appropriate given its sustainable situation. Essington should therefore be reclassified as a Tier 2 settlement.
