Policy EC1 should recognise the positive economic impacts of housing delivery across the district and make note of the value of investment in local supply chains as well as the creation of short and long-term employment opportunities, as well as supporting apprenticeships noted in EC3. Local tax revenue associated with more households paying council tax will contribute positively towards funding local services and supporting infrastructure.

We agree with the plan’s ambition to protect, enhance and maintain the natural environment, recognised within Policies NB1 and NB2. The mandatory requirements of biodiversity net gain means all development sites should make a positive contribution to biodiversity of at least 10%. Housing development should therefore be recognised within the plan as a key contributor to improving the natural environment. There is no such obligation placed on agricultural operations.

Building regulations regime is the best way to set standards for energy performance in new buildings. We would refer the council to the Ministerial Statement of 13 December 2023 which sets out that:
“… the Government does not expect plan-makers to set local energy efficiency standards for buildings that go beyond current or planned buildings regulations”.
