Sounds like you've made up your mind already that you'll build on the green belt already. This bit:

Confirm that renewable energy development in the Green Belt may be justified, where very special circumstances can be demonstrated for any elements which would be inappropriate Green Belt development

This does not sound strategic. Sounds like you want the public to re write your policies for you. Do another consultation with questions after each section instead of after 35.....then I'll try harder! How do you expect me to remember???
