Would welcome inclusion of consideration of asset's setting where that setting is part of an asset's significance. It would be beneficial to provide additional detail on when a heritage statement may be required, what it may consider and for it to be prepared by a qualified professional, using information from the HER.

First paragraph - replace 'preserve' with 'conserve'. Text should read 'development propsals should demonstrate how they conserve and enhance the significance of heritage assets, including their setting'. Details such as how and relating to 'character, appearance and function' could then follow.
Second paragraph should be amended to read that development proposals should seek to avoid, and minimise, harm in the first instance. Only when this can't be achieved should the clause in the second paragraph be relevant. Consider additional detail is required on when a Heritage Statement is required and what it should contain. Clause relating to archaeology should include text requiring this to be undertaken by a suitably qualified professional. Where loss of heritage assets is unavoidable this information should be recorded on the HER as a minimum. Request the inclusion of the term 'appropriate reuse' in the sentence relating to heritage at risk.

Clause a) would recommend amending to 'and' Conservation Area Management Plans, rather than 'or'. Support references to heritage mentioned throughout the policy and would request a link to evidence base documents relating to historic townscape and landscape character. Clause q) we would welcome the inclusion of 'heritage' withnin consideration as part of public realm initiatives.

Clauses 4 a) and b) are confusing as both include reference to a mixture of points relating to heritage and other issues. A separate clause relating to historic environment is required, setting out what the expectation is for historic farmsteads and how they should be conserved. This should include appropriate and sensitive reuse where appropriate, ensuring the form, scale and layout of the site respect the historic farmstead and its relationship with the surrounding landscape within which it is situated.

Request re-wording clause c) to ensure applications conserve and, where possible, enhance the significance of heritage assets, including their setting and respect the local character, using it as a positive to enhance the visitor economy. Further we would welcome a section that seeks to encourage heritage tourism.

There are times when provision of renewable energy technologies and impacts on the historic environment are incompatible. There may be areas/sites that are unsuitable due to the impacts on the significance of heritage assets and their setting -request that this is considered.

Support the second sentence in this paragraph
