We feel that NB1 and 2 should be strategic policies. The NPPF advocates that plans should have ‘a strategic approach to maintaining and enhancing networks of habitats and green infrastructure; and plan for the enhancement of natural capital at a catchment or landscape scale across local authority boundaries.’

Representation Summary:

When planning developments, properties should be designed to help disabled people and many changes can be made at early stages of developments which could later save costs adapting properties.

Organisations should consult with an actual disabled person when planning developments with a title “disability suitable”.

All it takes is a little extra thought outside the box, if I can offer any help on advising how to make disabled access and suitability better going forward, please contact.

reasons set out above regarding cross-boundary issues and housing need. It is proposed that additional land
should be allocated at Perton, owing to the sustainability credentials identified in the Local Plan evidence base.

a. It’s not clear what the implications of making a policy strategic w.r.t p21 are. As I don’t agree with SA5, I don’t think it should be written into any policy.
b.I don’t know what the legal implications of making something a strategic policy are, and this document doesn’t enlighten me. I’m happy for the Council to implement the policies that I have indicated I am happy with.

Respondent: Terra Strategic

Agent: Terra Strategic

Representation Summary:

Terra agree that the policies as drafted constitute strategic policies. The NPPF requires the Council
to set out their overall strategy for the district during the Local Plan period, and these policies appropriately address the pattern, scale, and quality of development pursuant to Paragraph 20 of the NPPF. However, Terra feel that the Council could go further to improve the sustainability of existing villages within the District. The Council have proposed large areas of Green Belt release, whilst there remain settlements outside of the Green Belt, like Acton Trussell, which will not receive any growth.
In order to satisfy the requirements of Paragraph 141 of the NPPF, the Council need to explore all options for development before proposing Green Belt release. Therefore, the Council should be considering sites such as Land at Penkridge Road for development.
