Representation Summary:

No Ref: 255 Land at Moor Lane flood risk has not been identified for this site for the existing properties already on Moor Lane, there are no plans / improvements to stop the flooding that regularly occurs there. South Staffordshire is 80% greenbelt land there are no objectives limiting the amount of greenbelt land that can be taken for development therefore the council are not protecting the greenbelt or limiting the amount of greenbelt to be lost in the area. Also there doesn't seem to be an objective to ensure the use of brownfield sites before destroying the greenbelt land.

Respondent: Mr Andrew Hankin

Representation Summary:

Identifying the open farm land Southern Edge of Stafford (A34 Corridor) does not support the vision and strategic objectives identified in the proposed plan. The 1st strategic objective is to support open countryside, the incorporation of open farm land when alternative brown field sites are available within the district, directly conflicts with this objective.

Respondent: Mrs Parmjit Crosby

Representation Summary:

The objectives do not incorporate the following;
- Ensure that all brownfield in the local vicinity has been fully developed before releasing green belt.
- Ensure that the 1.1 million housing that has been granted permission is built before releasing green belt
- Ensure that brownfield yield is maximised before releasing green belt and that this is verified independent of the council and developers so profit is not put before the green belt

Respondent: Mrs R Groom

Representation Summary:

Strategy 1 is to protect the greenbelt .. why would you want to take all our open space in Wednesfield. You state that Staffordshire is 80% greenbelt. This is not the case in Wednesfield unfortunately, and its residents benefit greatly by having such greenbelt on their doorsteps. Strategy 3 - why do we have to make a contribution to the Greater Birmingham Housing market area, when we are struggling to satisfy our own needs ? Strategy 5 - our existing infastructure simply cannot cope with another 2,500 properties - has the council got the funds to ensure it can ?

Representation Summary:

Strategic objectives do not incorporate;
- Ensure all brownfield sites in the South Staffs, Black County and nationally have been fully developed before releasing green belt
- Ensure brown field site yield has been maximised - independent validation is required to ensure profit is not put before the green belt
- Ensure the 1.1 million housing already given permission is fully developed before releasing green belt
No I don't agree the draft policies will deliver the objectives. The housing will be mainly unaffordable to the majority of people and infrastructure will not support the housing.

Representation Summary:

Harris Lamb considers that the more suitable land abutting the Black Country conurbation needs to be allocated for development as 4,000 dwellings and 18 Hectares of employment land is considered insufficient given the extent of the shortfall and the potential of our client' land to deliver a sustainable development.

No, in relation to Question 3(b). Specifically in relation to, “Strategic Objective 3: To provide housing to meet the needs of different groups of the community, including a good range of market and affordable housing of varying sizes and housing that meets the need of an ageing population and people with specialist housing needs.”

As we have outlined within our attached representation document, the Preferred Options doesn’t even come close to meeting the established needs for specialist accommodation or Registered Care. Therefore, it would fail to meet this objective.

Representation Summary:

The objectives rightly reflect the District’s need for new homes, as well as the contribution to the unmet needs of the wider Greater Birmingham and Black Country Housing Market Area (GBBCHMA), and that new development should be focused in sustainable locations either in or around the District’s key villages, or through urban extensions. The proposed allocation of the Site would support these objectives.

Strategic Objective 11- Protecting and enhancing the natural environment
This should also mention strengthening ecological networks and environmental capital/ ecosystem services.
A Local Nature Recovery Strategy and Green infrastructure Strategy would more clearly set out strategic aims.

Strategic Objective 12- Climate Change and sustainable development
This should also include measures to sequester carbon through nature-based solutions such as habitat restoration and increasing soil carbon.

Representation Summary:

The Strategic objective of "making a contribution to the unmet Greater Birmingham Housing needs" is totally incompatible with the Objective of protecting the Green Belt and rural nature of the District whilst also looking to improve Farm diversification and Tourism development. The large Housing growth identified in this "plan" demonstrate the incompatibility of these two objectives. South Staffs is not responsible for the Greater Birmingham Housing target and should not be delivering solutions to such a problem. Any Housing Growth in support of the Combined Authority Housing need is not compatible with an appropriate Local Plan for the District.

Support South Staffs Councils Strategic Objectives, however, it is hard to see how these will be
achieved without significant strategic investment. They do not marry with the ambitions set within the
Infrastructure Delivery Plan. Previous housing growth over the last 25 years in Bilbrook has not
delivered sufficient compensating infrastructure. Therefore, there is little faith that there is robustness in
delivery mechanisms to achieve the ambitions

Representation Summary:

Strategic Objective 2 is not supported. The additional 4,000 houses for the Black Country should be removed. Strategic Objectives 3-5 on housing can be supported but they should relate to needs arising in South Staffordshire - evidence that significant housing needs to be included from the Black Country is not supported. Strategic Objective 12 is not supported - the Plan should support a reduction in Climate Change emissions not only through mitigation at development sites but also in the overall approach to development locations.

Concern with Strategic Objective 2. South Staffordshire should only commit itself to considering a proportionate contribution to the housing shortfall of the GBHMA. Strategic Objective 4, relating to the design of properties, should be worded stronger. Do not agree that the draft policies will deliver these objectives. By reconsidering the approach around excessive housing allocations this would put the Council in a better position to meet the Strategic Objectives, specifically SO1, SO2 and SO5.
