Reword strategic objection 11 to include after net gain - 'and wider holistic environmental improvements'.
Reword strategic objection 12 insert after effects of climate change - 'ensuring new developments are well designed and opportunities for improving sustainability.'

Respondent: Lower Penn Parish Council

Representation Summary:

Strategic objective 1 – Compensatory Green Belt will not ameliorate loss and there are not exceptional circumstances to release it
Strategic objective 2 – 4,000 houses for the Black Country and urban extensions should be removed and reviewed following the adoption of the Black Country Plan.
Strategic objectives 3-5 – should only relate to housing needs in South Staffordshire, not the Black Country
Strategic objective 12 – is wholly inadequate, this objective should be much higher up in the plan. As well as mitigation of sites, the overall approach to development location should reduce climate change emissions and accepting large numbers of housing from the Black Country undermines this goal. South Staffordshire has committed to a climate emergency but has not addressed these issues in its planning framework.

Respondent: Mr - Cox & Jenks

Representation Summary:

Reference to South Staffordshire seeking to strive to protect and enhance its distinctive rural character, communities and landscape; and to create beautiful thriving new places where people can live, work and play is supported. Recognition that Codsall/Bilbrook are locations which are suitable to make a significant contribution towards the District’s housing needs. These two settlements have an excellent range of local services including two rail stations. They are eminently suitable for accommodating additional proportionate development in accordance with the recommendations in the GBHMA Strategic Growth Study for proportionate dispersal of development at locations which are centred around these settlements. Strategic Objective 6 - Developing an Economic Strategy, is supported. The Plan should seek to retain existing employment and foster sustainable economic growth, encouraging inward investment and job creation.
However, Vision should be amended to introduce additional text to confirm that South Staffordshire will deliver sufficient land, of the right type, to meet the economic and housing growth requirements of South Staffordshire and which will support the growth of the conurbation.

Respondent: Mr - Cox & Jenks

Agent: PlanIt

Representation Summary:

Vision should be amended - the economic objective of sustainable development requires a sufficient quantum of the right type of land to be available to support economic growth. The social objective requires local authorities to ensure that a sufficient number and range of homes are provided to meet the needs of current and future generations. Propose additional text to confirm that South Staffordshire will deliver sufficient land, of the right type, to meet the economic and housing growth requirements of South Staffordshire and which will support the growth of the conurbation.
Strategic Objective 1, and the Plan as a whole,
fail to have any regard to the requirement of the NPPF para 140.
Strategic Objectives 3, 4 and 5 do not contain reference to providing a sufficient quantum of housing to support the growing number of households in the district to provide enough homes to accommodate South Staffordshire’s working population, or to supporting the growth requirements of the conurbation. Additional Strategic Objective should be added to reflect this.

Strategic Objective 9: Strategy relies on new rail stations but rail is not mentioned in the objective – suggest this is mentioned. The importance placed upon rail does not reflect some of the sites selected (e.g. Linthouse Lane).
