BHL supports the proposed infrastructure-led strategy to ensure that the correct infrastructure is brought forward alongside development sites. However, in relation to their land interests at Penkridge in particular, further clarity is required in relation to the infrastructure requirements associated with the site to ensure that the correct infrastructure will come forward as required to support the new development. The detail of the additional information that is required is set out in the full-length representations, and should be reflected in the Council's 'refreshed' Infrastructure Delivery Plan.

The IDP states there will be no impact on Wolverhampton / South Staffs children if the Langley Road site goes ahead. I live in Penn and my daughter was not allocated a place at our local secondary school. She now commutes to a South Staffs school. The IDP states that access to GPs is sufficient, however we struggle to pre-book appointments with our GP and rarely get an appointment if phoning in the afternoon. We can not find a local NHS dentist and travel to Bilston. This situation will be exasperated by building additional housing on the boundary of Wolverhampton.

Discussing housing is just one side of the coin. We also need to integrate transport plans and other facilities etc. Specifically the plan for Pattingham suggests just a very modest increasing in housing is required over the plan. However if extra housing meant that Pattingham would get an enhanced bus service (e.g. direct to Bridgnorth or Telford central in addition to the existing service) and it's own GP surgery, additional sports facilities etc then it may be a good compromise.

The infrastructure requirements included within the IDP are based upon the Preferred Options Plan’s housing and employment development targets. As detailed in these Representations it is our view that the emerging Plan makes insufficient provision for housing development. That being the case, the IDP plans for an insufficient level of development. The IDP will need updating in due course should the housing and employment requirements be increased.

Flood management proposals need to consider catchment-based approaches that spread and slow water higher in the system, rather than just costly flood mitigation schemes. There is no mention of sustainable drainage, or retfo-fitting nature-based solutions to tackle flooding or the issue of combined sewer overflows

A 50% increase in houses in Bilbrook is not sustainable grown.
- Lane Green First School in Bilbrook has capacity to expand to take a sustainable growth in the Bilbrook population.
-New retail site. The struggling shops will close and it will change the Village.
- It's difficult to get a doctors or dentists appointment..
- The Highways infrastructure cannot cope with current demand.
- Barnhurst Lane is a patchwork quilt of pothole repairs and regularly floods.
- The junctions at Barnhurst Lane, Dam Mill & the Woodman are dangerous and need a considerable amount of money spent on them.

I do not accept the need for such aggressive and high numbers of housing growth when compared to the plans of neighbouring Metropolitan authorities in the Combined Authority Area. These numbers just look like the Combined Authority trying to meet its Housing Growth targets by "dumping" development into neighbouring rural areas. This will promote unnecessary traffic and car journeys by people commuting from the rural area to the West Midlands for work when Carbon footprint is becoming more significant and the local infrastructure is inadequate to bear this extra load.

(b) Trip generation should be assessed on routes into the urban area and then minimised through local services, multi-modal connectivity and maximising future transport developments (EV usage). Excessive pressure on sensitive transport links (e.g. A454, A460 in Wolverhampton and A449, A491 in Dudley) should be avoided. Initial indications from early modelling are that potential impacts on Wolverhampton highways can be mitigated.

We ask that this is taken into consideration with future planning. Healthcare provision will need to be taken into account when financial contributions from development are sought.

Transport - Developments should minimise trip generation and have good access to the rail network. Development should link effectively to the strategic transport network, in particular high-capacity corridors such as the A449 and the proposed M6 link road, avoiding excessive pressure on sensitive transport links such as the A454, the urban A460 and non-strategic routes. Education - unclear how secondary needs will be addressed arising from the Linthouse/Cross Green sites - support the principle of self containment for school places agreed through SoCG. Push back over time from the Langley Road development, for both primary and secondary places, is expected to be capable of being catered for in existing provision. Health - land should be set aside at Linthouse Lane and/or Cross Green sufficient to accommodate GP consulting rooms. SSDC should develop a developer contribution system which will secure sufficient funds to deliver GP consulting rooms. LP should make clear that the Langley Road development will be required to make sufficient contributions to deliver an extra GP consulting room in south west Wolverhampton. Green Infrastructure - developments on the edge of Wolverhampton should be integrated with existing and potential GI networks

Not currently a need for First School places and so land East of Bilbrook is generating its own school place needs - the infrastructure is being generated out of the development when it should be the other way around. This method is also established in the 2019 IDP, and such a justification is contrary to planning and GB policy.
It is disagreed that Site 222 (Sandy Lane, Codsall) could not deliver a First School for 3 reasons: Firstly, no approach to the landowner (Hallam Land) has been made. Secondly there is not need for the school as there is sufficient nearby provision. Thirdly the provision of infrastructure is an inappropriate methodology for the selection of GB release.
Site 519 fails the GB purposes 1 and 3 as set out n the 2019 GB Study. It is not understood how Site 519 does not fail GB purpose 2.
The issue of providing infrastructure is not specifically mentioned in the Issues and Challenges section of the PO.
Site 224 (land off Station Road, Codsall) has been justified by its ability to provide railway station car park when this has already been provided this is an illogical justification.
Site 222 (Sandy Lane, Codsall) could provide recreation/open space.

- Enhancements to the Green Infrastructure Network including public open space and biodiversity net gain
- Opportunities for retail and community uses

- Pedestrian and cycle paths to link to neighbouring settlements and strategic employment sites
The IDP identifies the correct infrastructure projects to support the proposed spatial strategy and may be updated to include site specific infrastructure requirements.
